SOVIET DIPLOMACY.

MISCHIEF-MAKING POLICY. • Vancouver, June 3. A message from New York states that a. confidential document issued by the Soviet Government has been published, which instructs Soviet representatives abroad to foster a British-Japanese alliance as a threat to the United States, a British and German alliance against France, and similar international complications, and to minimise the strength of Soviet Russia until a favorable opportunity when “the capitalistic diplomats will find themselves compelled to commit folly.” The document urges diplomatic and trade relations in preparation for a master stroke when France and Germany will inevitably clash. It abandons the hope of procuring a class revolution, and promises to the diplomatic centre to the Balkans if Soviet activity fails elsewhere.
