CONFLICTING VIEWS IN AMERICA. By Telegraph —Press Assn.—Copyright. Washington, June 28. A peculiar situation has occurred in regard to the Army Appropriation Bill and has been taken to President Harding by Senator Borah, Mr. Gillet (Speaker of the House), and other representatives. The War Secretary, Mr. Weeks, complained that he was unable to reduce the army to 150,000 by October 1, as demanded, and objected to the provision against incurring deficits after that date.

Senator Borah told the President that if the Bil was vetoed Congress would cut the army to 10,000. The result of the conference was not divulged. The disarmament proposal in the conference report on the Naval Appropriation Bill will be reached in the House to-morrow, which will vote on Mr. Borah’s amendment to limit the proposed negotiations between Britain, Japan and the United States. The disposal of the proposition within an hour is expected.
