A MOTOR BY-LAW.

DECLARED INVALID BY COURT. By Telegraph.—Press Association. Timaru, Last Night. Mr. Mosley, S.M., gave his decision today in a test case under a borough bylaw fixing the speed limit over all street intersections at four miles per hour. Witnesses for the defence were unanimous that four miles in itself wafe a source of danger, and the borough traffic inspector agreed. The Magistrate had himself tested four cars at four miles on the high speed and not one got across. Two got across on second gear, but the speed was so slow as to impede the traffic. He declared the by-law unreasonable and therefore invalid and dismissed the information. Nine similar charges were then withdrawn.
