The unemployment commission appointed by the Government recommends an extensive land settlement scheme, involving an expenditure of £15,000,000, whereby it is estimated twenty thousand white families will be provided for. A Vladivostock correspondent states that Semenoff declined the Japanese coinmander-in-chief’s advice that he should leave Siberia in order to stop the political excitement. lie secretly left his ship, proceeding to Nikolaievsk, where his followers ar© gathering. Owing to the discovery of wild rodents affected with plague and the danger of the disease becoming epidemic, the Government is organising a national rat campaign.
