GERMANS REFUSE TO LEAVE. By Telegraph.—Press Assn. —Copyright. Paris, June 15. Owing to the refusal of German troops to withdraw from Upper Silesia the Allies are sending representations to Berlin, stating that the authority of the Inter-Allied Commission must not be compromised.
