HYDRO ELECTRIC POWER. (To the Editor.) Sir,--In answer to Mr. J. Bj Richards’ letter in your issue of June 6, I would point oul that Stratford Borough does hold a license for the supply of electric power over the Stratford County, but as Mr. Richards knows very well this license is inoperative until the County Council 'consents thereto.
