The Times’ correspondent at Wash- ■' ington says t' ? recent admission in the highest quarters that the promise given to lay the quesion of disarmament before the Supreme Council has been kept is leading to the conviction that the action is the first step in a policy which President Harding hopes will lead to a new association of nations.
The sponsors of this idea believe that the Supreme Council will ultimately reach an agreement concerning disarmament, after which the smaller nations will be called in and the association will then be formed. President Harding in this way hopes to make a practical test of international co-operation free from the commitments and obligations involved in the covenant of the League of Nations. —Aus.-N.Z.
