The Bavarian Premier caused a sensation in the Berlin Cabinet by declaring that he was powerless to disarm the Bavarian Einwohnerwehr owing to the opposition of the military leaders, despite the Entente having sent an ultimatum that the Ruhr would be occupied unless they disarmed by June 30.
