Received May 22, 5.5 p.m. London, May 21 The departmental committee on the adoption of children recommends the passage of an Act giving legal recognition to adoption, securing for the adopter and child rights and duties similar to those of natural parents and children. The committee also recommends State supervision of adoptions which do not receive formal legal sanction and also the legitimisation of children born out of wedlock by the subsequent marriage of the parents.
