The Steamship Owners’ Association «as decided to sign no more agreements with seagoing labor organisations. This means that the unions will not be consulted regarding wages and working conditions. Labor regards this move as a repudiation of the principle of collective bargaining. After an all-day conference at Washington, the striking seamen’s representatives authorised the Secretary for labor (Mr. Davis) to reach a settlement on their behalf with the owners and accept such reductions as he deems proper.
