The New York World’s Tientsin correspondent believes that the reconstruction of the Chinese Cabinet and the meeting of the Manchurian, Siberian, Korean and Shantung military commanders with the civil heads of Japan at Tokio is part of a plan for the union of China amt Japan with the object of making the yellow race dominant in the Far East. It is understood the Tokio Conference is discussing a method of guarding the Chinese eastern railway and the Lorean frontier in the event of Japan •vacuating Siberia. Diplomatic quarters understand that he greater programme involves the imnediate and unconditional return of Shantung to China, re-unification of the Governments of North and South China, the reorganisation of China’s finances, ncluding the cancellation of loans, the ipplication of the Boxer indemnity paid io Japan for Chinese educational purposes, the rehabilitation of the Chirfese >avy and co-operation against the Russian genera!
