In face of the Allies’ united and determined decision to enforce the reparations terms, Germany had practically no option but to accept the ultimatum or take the consequences of her contumacy. The announcement made in the Reichstag that the Allies’ ultimatum had been accepted indicates that the German Government, or those at present in authority, have wisely decided to take the only course open to them. Some relief will be felt at this action, though it remains to be seen what spirit will actuate the German authorities in regard to carrying out the terms. The change of Cabinet was a mere political move that can readily be understood, and has no bearing, on the actual observance of the terms laid down by the Allies, who were at last goaded into taking final measures and acting for themselves should Germany continue her obstinacy. The acceptance of the ultimatum is merely the first step; it is the discharge of the obligations that is of chief importance, for that is the test of German good faith. There is nothing in the terms which Germany cannot carry out, if she is so disposed, and there is no question that the Allies are determined to stand nd further evasions. The German Government now has the opportunity to pursue a policy of honoring the country’s obligations in such a way as to redound to its credit and make for a more (friendly feeling that will go far to soften the bitterness of feeling engendered in the past, and it is to be hoped that no time will be lost in paying over the amount long overdue and peremptorily demanded. She may find that sacrifices will have to be made, but that is a mere inevitable detail. Far better if compulsion had not been necessary. For that she has herself to blame. The Allies are in earnest, and Germany at lasst realises the fact, and it will be to her interest to keep that faith with the Allies that her acceptance of the ultimatum implies.
