PROPOSED ALLOTMENT. By Telegraph.—Press Assn.—Copyright. Washington, April 22. It is understood that Japan and France have accepted America’s contentions concerning the distribution of the former German cables. Decisions to that effect were reached by the Communications Conference, but, pending the settlement of the Yap matter, the actual distribution of the Pacific cables will remain in abeyance. . It is understood that the United States will receive the Guam to Yap, New York to Brest and Halifax to Penzance cables. France will ''receive the former German cables to the African coast. Britain will receive the CanadianBritish cable now owned by the United States.
