The Allied authorities have arrested General von Arnim for being in possession of false identity papers. He was engaged on an inspection of various military organisations. The House passed the Immigration Bill, limiting the entry of aliens into the United States to three per cent of each nationality resident in the United States in 1910. Received April 25, 12.5 a.m. Delhi. April 23. Bolshevik forces from Rosht are bombarding the Persian Cossacks’ position. The Persian Premier has ordered the new Russian Minister, who is a few days’ journey from Teheran, not to proceed until an explanation is given.
