POLICY OF AMERICA. FRIENDSHIP WITH JAPAN. NO REAL ESTRANGEMENT. By Telegraph.—Press Assn.—Copyright. Received April 24, 5.5 p.m. New York, April 23. Advices from Tokio state that President Harding, through M. Shidehara, has assured Japan that her relations with the United States had never been estranged in the real sense of the term, nor is any such estrangement pos. sible. It is reported the President declared that - the promotion of friendly relations between the two nations will constantly be his object. This was not a mere compliment, but his real desire. —Aus.-N.Z. Cable Assn. JAPAN'S POLICY. NOT RULED BY THE ARMY. READY TO REDUCE ARMAMENTS. Tokio, April 22. In an interview, Takeshi Ihikai, Minister of Education and Leader of the Third Party in the Diet, said: “I firmly believe there is no damage whatsoever from the outside world should the United States grant the Philippines independence, for I can state definitely that Japan has no territorial ambition in that direction. ‘‘lt has been frequently charged against us that Japan is a military nation, but Japanese armaments have resulted from wars with China, Russia and Germany. The moral of the world war was not lost on the Japanese nation. Those acquainted with Japanese politics readily see that Japanese militarists no longer dictate her policies, either internal or external. Japan is ruled to-day, not by army men, but by civilians. Japan is ready to find the means of reducing arm-, aments if the initiative comes from other Powers, particularly America.”
