GERMANY’S LAST APPEAL. AMERICA MEDIATE. THE REQUEST REFUSED. By Telegraph.—Press Assn.—Copyright. Received April 22, 10.45 p.m. Washington, April 21. The State Department lias published the text of the German Note asking for mediation, and the United States’ reply. The Berlin memorandum betrays a feeling of Germany’s part, and this plea for help is to avoid what Herr Fehrenbach and Herr von Simons call the immeasurable consequences of imminent coercive measures. Mr. Hughes’ reply is brief to the point of terseness, being only 125 words long; but it is not brusque, being rather an earnest expression of willingness to help to solve the situation, since, according to the reply’s phraseology, the United States is impressed with the seriousness of the issues involved as afflecting the whole world.—Aus. and N.Z. The United States, replying to Germany, refused to mediate in the matter of reparations, but indicated that if Germany would formulate proposals the United States Government would consider bringing the matter to the attention of the Allies, in order that negotiations might be speedily resumed. —Aus. and N.Z. Germany has requested President Harding to mediate regarding reparations, to fix the amount and to secure the approval of the Allies, Germany agreeing to abide by the decision. Washington, April 21. It is authoritatively stated that the State Department has received a new Note from Germany regarding reparations. OCCUPATION OF RUHR. Paris, April <2l. If the Ruhr is occupied the proposed penalties are expected to yield £200,000,000 a year. x Mining operations will be left in the hands of the Germans, working under the supervision of French engineers. .
