The British mission is finding negotiations difficult and complicated as the Afghan Government is trying to negotiate treaties with several Powers at the same time. . It is believed the crux of the difficulty lies in the Consulates which Russia is trying to establish near the Indian frontier at Kandahar. Chazni and Jelallabad, where Russia has no commercial interests and obviously is seeking centres for propaganda and intrigue against India. Well informed circles state that if "Afghanistan refuses to eliminate these Consulates the British mission will return without the Anglo-Afghan treaty. —Aus.-N.Z. Cable Assn.
