U nder the Home Rule Act the first duty of the Viceroy will be to summon two Parliaments in -Southern and Northern Ireland. The appointment of Lord Edmund Talbot is significant, as he is the leading lay Roman Catholic in the Kingdom, and also the first Roman Catholic to be appointed Viceroy of Ireland.
The newspaper Observer cays that the surprising selection of Lord Edmund Talbot as Irish Viceroy either means the hope of a new thorough peace and an effort to completely change the policy, or the nomination of an English Catholic involves an error worse than any previous one. The Weekly Dispatch considers the appointment of a leading English Catholic layman and skilled diplomat is a most important step because it synchronises with the endeavour of the Southern Unionists, through Cardinal Logue, to find a way to peace and also with De Valera’s unexpected decision to participate in the election under the domination of Home Rule. A CARELESS CONSTABLE. London, April 2. Following the attack on Rosscarbery Barracks on the 31st, a child found a bomb among the debris and handed it to a policeman, who, finding the pin missing, threw it into a crowded street. The bomb exploded, killing two and wounding many, sdven seriously.
