The Washington correspondent of the New York Herald states that Mr. Morris’ resignation is believed to forecast the recasting of the Morris-Shide-hara agreement .id the Californian land laws. It is understood that President Wilson’s administration tentatively approved the agreement and the failure of President Harding’s administration to accept it immediately is considered evidence of a determination to return to negotiations, the United States preferring to resolve all outstanding differences with Japan on a broad inclusive basis, the settlement of the Yap question being regarded as a necessary preliminary.—Aus.-N.Z. London, March 3(L The Profiteering Committee reports that an effective combination called the Cast-iron Pipe Association has fixed the prices of pipes and castings and municipal authorities are more or less at the association’s mercy. The Paris correspondent of the «ew York Times interviewed Admiral Lacaze, chief of ,the general staff of the French Navy, who isakf: I consider the Dreadnought remains the main factor of victory in naval operations. The extensive use of submarines and aeroplanes in future will oblige us to modify the construction of capital ships. The principal aim will be to protect them against these menaces. The aeroplane armed with a torpedo will undoubtedly have a great influence on future naval battles, although some persons have exaggerated. their importance.
