ON POLAND AND BOUMANIA By Telegraph.—Press Assn.—Copyright. London, March 30. The Helsingfors correspondent of the Times states that a message from Moscow affirms that the Council of War has decided on the concentration of troops on the frontiers of Poland, Roumania and the Caucasus. It reports that Trotsky is asking for four million men. The Bolshevik and Finnish Governments are negotiating for the removal of a great number of dead and dying from the ice around Kronstadt. The Finns consider that when the ice 'breaks up the bodies will be washed on the Finnish shpre, constituting a grave danger The Red-s claim that the refugees from Kronstadt should remove them. Meanwhile the ice is rapidly thawing.—Times.
