There is a new phase of the critical coal negotiation's. Sir [Robert Horne (President of the Board of Trade) has accepted the miners’ suggestion to meet them, but it is understood Sir Robert Horne’s power to intervene successfully is circumscribed, owing to the men demanding a national pool, which requires legislation.
