An interpellator expressed 4ute opinion that, if the report was true, it was the duty of tJhe naval authorities to study a counter-policy. Count Kato replied that the rumor had not been verified and there was every reason to believe it was groundless but, even if true, the question was of such grave diplomatic im,pont that discussion would be undesirable.
