GERMANY AND REPARATIONS. -—i INABILITY TO MEET DEMAND. BREACH OF THE TREATY. By Telegraph.—-Press Assn.—Copyright. Paris, March 23. The German Charge d’Affairs has notified the Reparations Commission of Germany’s inability to pay the instalment of £50,000,000 dxie to-day. It is understood that Germany has rejected the Commission’s calculation that Germany to date has only paid 400 millions. She maintains that she has already paid the full thousand millions, and also demands the convocation of experts to decide the point. Meanwhile she declares in advance that she is not in a position to pay. M. Dubis, president of the Reparations Commission, in a speech at a dinner, said the amount of Germany’s debt, which would be htf&yy, would be fixed before May. Heavy annuities were essential, and the Allies must not hesitate to force Germany to make a levy on capital and have recourse to a loan.
