The Herald’s Paris correspondent had an exclusive interview with M. Briand, who said: “Either by her own will or by (force will Germany have to honor her signature and repair the evil she has caused in the fullest measure her resources permit. The figures fixed by the Allies were the result of the deepest investigation; I can certify that. In the determination of Germany’s capacity to pay the payments were fixed with consideration for the most unfavorable conditions, namely, the possible loss of Silesia. The Allies’ figures, regardless of the result of the plebiscite, represent in our eyes the minimum Germany is able to pay.”— Aus.-N.Z. Cable Assn.
