THE MANDATES.

JAPAN TO HAVE YAP. LEAGUE'S ANSWER TO AMERICA. NO ACTION ON MESOPOTAMIA. By Teleeraph.—Press Received March 1, 11.50 p.m. Paris, Feb. 28. The League council’s reply to the United States regarding the Mesopotamia and Yap mandates will come before President Wilson two days before Mr. Harding comes into office. The contents of the Note are carefully guarded, but it is expected America will be informed that the Mesopotamia mandate has not yet been before the League, and concerning Yap the reply will be couched in most friendly terms, pointing out that Japan’s mandate was approved two months ago, and calling attention to the difficulties of complying with the United States’ request. The tone'of the Note will be such, however, as to imply an invitation to the United States to continue the discussion, which will involve the Harding administration in a controversy with the League. European statesmen hope that out of this may come a clearer understanding regarding America’s relations towards the Leagile.—Aus.-N.Z. Cable Assn.
