CAMPAIGN AGAINST CRIME.
DRASTIC U.S. POLICE MEASURES. SPREAD OF DRUG HABIT. New York, Dec. 21. The American police authorities startled by the rapid spread of the great crime wave are adopting drastic measures against armed criminals, cables the special correspondent of the London Times. Chicago has taken the lead Mr. Fitzmorris, the chief of police there, has issued the following orderg to members of his force:—“Don’t stop to arrest gunmen and bandits when you catch them plying their trade of violence, but shoot them dead in their Mr. Fitzmorris htas equipped a flying squadron of police with fast motor-cars. He boasts that since November 11th, when he took office, the Chicago police have killed on an average two highwaymen a week. These methods, he says, have been quite effective. Commissioner Enright, the New York chief of police, who is being strongly criticised because of his failure to ertch murderers, has issued a new curfew order, under which the police may question and examine any citizen walking in unfrequented street's after midnight. Good citizens, he says, will not resent this inquisition. Aocordjßg to -the Chicago chief of police, the crime wave throughout the country will undoubtedly assume still larger dimensions He declares that half the criminals arrested since the advent of prohibition are addicted to the drug habit.
