REFUSAL TO PAY.
GERMANY STANDS FIRM. APPEAL TO THE PEOPLE. CQ®TEE-PROPOSALS NOT. READY. By TelHraph.i-Presa Assn.—*Copyright. Received Fob. 25, 8.25 p.m. Berlin, Feb. 25. Herr von Simons (Minister of Foreign Affairs), in his final speech before leaving for London, stated that experts had not yet reached an agreement as to the counter-proposals, but they had submitted a plan for paying Germany’s opponents while keeping within the bounds of practicability. He added that the French newspapers declare there would not be any question at London of altering the Paris deeisions. “In that case,” he said, “we shall go in vain.” He concluded by appealing to the nation not to budge, and he said: “You may be assured we shall stand firm.”—Aus. and N.Z.
