STATES NOT TO LEGISLATE. Bz Telegraph.—Press Assn.—Copyright. New York, Feb. 12. Senator Lqdge has advised the State of Oregon against any State legislation dealing with the Japanese problem, because the new administration intended to enact comprehensive laws on the same matter. The Legislature of Washington State, which had arranged to join a conference with other western States, has now decided not ’to participate or be bound by the result.
