Herr von Simons (Minister for Foreign Affairs) in a speech at Stugart. declared that the reparations demands, which were based on Germany’s future exports, were fantastical. A 12 per cent duty was impossible, and would injure the entire European trade. Counter-proposals would show that Germany was ready to work in bitter earnest to heal its war wounds provided it was within her capacity. The counter-proposals would not be fantastical. but would be what Germany could pay with an effort* A large sum would be necessary to rehabilitate the tottering countries, but this could only be raised by scrapping the terms of the Versailles Treaty.—Aus.-N.Z.
