Hymans has withdrawn his decision to resign. BELGIUM AND GERMANY. Brussels, Feb. 8. A semi-official message says that similarly to Britain, Belgium has waived her rights to seize_ German property in the event of default. PROTEST TO SWITZERLAND. Geneva, Feb. 9. Tlie secretary of the League of Nations has protested against Switzerland’s refusal to allow the passage of troops.
