TREATY HELD OVER. By Telegraph.—Press Assn—Copyright. Washington, Feb. 7. The correspondent of the Tokio Advertiser learns definitely that it has been decided the Morris —Shidehara treaty will not be presented to the Senate this session. Any proposal coming from the Wilson administration will meet strong opposit'on from the Senate and Foreign Relations Committee. All the memoranda of a dozen conferences between Mr. Morris and Mr. Shidehara, together with the final agreement, will be turned over to the new administration ancl, if Mr. Harding is favorable, the Senate committee will endorse the treaty, notwithstanding the opposition from Senator Johnston and others. It is generally believed that Mr. Harding personally favors a speedy agreement.
