It is understood that the general aim of the German counter-proposals is to obtain the abrogation of the export tax, the reduction of the number of annuities, and the admission of the principle that three-fourths of the debt shall be paid in raw material and manufactured goods. The German delegation declines to send a representation to the Brussels Conference, reasoning that they required that Berlin should examine the decisions of the Paris Conference and prepare for the participation of the German Government at the forthcoming London con-ference.—Aus.-N.Z. German Communists consider the Paris conditions will greatly aid Communist propaganda all over the world, because they are likely to promote an alliance between Germany and Russia.
