It is understood that Krassin returns bearing counter-proposals which include: A refusal to- accept responsibility for the propaganda conducted by private Russian citizens. The safety of the property of the Soviet Government on British soil must be guaranteed. Russian gold amounting to £2,500,000 will be admitted to England. Russia is willing to acknowledge debts due to private individuals for goods actually delivered to' previous Russian Governments.
