COMPLAINTS OF DELAY. THE METHOD IN VOGUE. Consignees of .American cargo have frequently had their goods brought tc New Zealand weeks before their ship--1 ping papers arrive. This has meant a f serious delay in obtaining delivery ol ? merchandise. ' The Wellington Collector of Customs 3 has been in communication with the ’ American authorities on the matter j and, in reply, has been advised that the r postal laws-of the United States provide that consignees’ letters may be handed to the master or purser of the vessel conI veying the goods to which the letters rei late. Most of the merchants in San ' Francisco are familiar with this meth- ? od of dispatching shipping ducuments. The United States Post Office express- ! es its willingness in future to bring un- , der the notice of the senders the fact , that letters concerning these documents i should be handed to the captain or purL sei’ of the steamer conveying the goof . Importers whose letters from the United States containing shipping docu--1 rrionts have been delayed in transmission, or have travelled by a route other, than the one endorsed on the ducuments, should communicate with the Secretary of the Post and Telegraph Department, Wellington.
