EXECUTION OF MANDATES.

CONFERENCE IN LONDON. London, Dec. 25. The Manchester Guardian Says that, owing to the unsatisfactory position of the mandates, due to the non-publica-tioh of the drafts by the Council of the League of Nations, experts in colonial administration who have returned from Geneva propose to hold a conference in London of all societies and races concerned in the mandated territories. It is proposed to insist upon an early decision and to urge that the mandates be exercised in accordance with liberal principles.
