CABLE CONTROL. JAPAN’S POLICY ORITISED. By Telegraph -Press Assn.—Copyright. New York, Jan. 25. Members of the Senate Foreign Relations Committee are excited over Mr. Davis’ testimony to-day concerning Japan’s refusal to give up exclusive control of the German cables landing at Yap. Some of them indicate a belief that Japan is not acting in good faith and that something must be done to bring her to account. The evidence given failed to disclose that President Wilson’s reservations at the Peacq Conference to Japan’s mandate over Yap were put in writing, although the records show that the reservations were discussed. Mr. Davis gave the committee a Note from Britain, stating that since there was nothing in writing to show that Britain had made reservations she had ratified Japan’s right to the cable and the League’s Geneva meeting confirmed it. The United States Government would insist that no agreement for the disposition of German properties in the Pacific can become effective unless America consents. Members of the committee also requisitioned Mr. Davis concerning the killing of Langdon and the Japanese occupation of Vladivostock.
CALIFORNIAN DIFFICULTY. Washington, Jan. 25. It is understood that negotiations between Mr. Shidehara and Mr. Morris concerning the California question and the rights of Japanese in America have been successfully concluded. The approval of the Japanese and American Governments must be given before the conclusions of two Ambassadors become effective. Mr. Shidehara has submitted a report to the Tokio Foreign Office and Mr. Colby will consider Mt. Morris’ report as soon as he, returns from South America.
