GERMANY’S EXCUSES. CAUSE GT DELAYED TRIALS. DIFFICULTIES OF PROCEDURE. By Telegraph.—Press Assn.—Copyright. Receivyyi Jan. 27, 5.5 p.m. Berlin, Jan. 26. Herr Heinze, in the Reichstag, said Germany had been reproached because of the few trials of war criminals she held, but he stated the reproaches were unjust on account of the immense difficulties which had not been taken into consideration, especially in regard to the difference in procedure in the various countries with regard to evidence taken on commission. Further, many of the alleged crimes were committed six years ago, making witnesses’ impressions not clear. Italy, Serbia, and Roumania had not yet complied with requests for evidence, while France and Belgium had only partially complied. England complied, though the Attorney-General stated the evidence was incomplete. Herr Heinze had offered to send a legal representative to Brussels, Paris, and London to explain the difficulties. Britain had consented, and a representative visits London nexf week. Herr Heinze added: "I cannot convict anyone whose guilt is not proved.”— Aus.-N.Z. Cable Assn.
