NAVAL POLICYY.
DISARMAMENT PROBLEM. ATTITUDE OF JAPAN.. COMPETITION WITH AMERICA. By Telegraph.—Press Assn—Copyright. Received Jan. 25, 9.25 p.m. Tokio, Jan. 24. The disarmament resolution of Senator Borah (United States) was discussed in the Japanese House of Representatives. M. Hamagohi (Oppositionist) declared that both the Japanese and American naval expenditures should be in the same proportion, as far as possible, but Japan’s natural resources did not permit her to compete with America. Thus there must be a wide gulf between the naval strength of the two countries. Any agreement for the curtailment of naval expenditure would benefit Japan more than other Powers. The Premier (M. Hara) stated that M. Hayashi’s statement in London regarding disarmament was not made with authority; he merely expressed his own opinions. The Government was not prepared to say anything on the subject, as disarmament had not yet become a practical international question. —Aus. and N.Z. Cable Assn. ADJUSTMENT WITH AMERICA. DISARMAMENT FAVORED. Washington, Jan. 24. Advices from Tokio state that Count Uchida, addressing the opening session of the Diet, said that they confidently trusted an adjustment compatible with i the honor and interests of the United States and Japan might be finally reached. The Japanese Government was paying special attention to the question of disarmament, which should be welcomed for the general welfare of the human race. The matter, however, had most important and complex bearings upon the interests of each nation, and it was to be apprehended that its realisation might be found impossible unless all nations acted in harmony and good faith. The Finance Minister, Mr. Takahashi, stated that the Japanese 1921 Budget would total 1562 million yen. —Aus.-N.Z. Cable Assn.
