OUTBREAK OF LOOTING. By Telegraph.—Press Avn— Copyright. London, Jan. 23 The India Office announces a serious outbreak of looting in the markets of the Muzaffarpur district, which is believed to be connected with the non-co-operation movement. Military and police have bsen dispatched.—Reuter. ARMY REDUCTION CONDEMNED. Delhi, Jan. 23. In connection with the proposal to reduce the Indian army, military circles generally condemn the scheme, which is purely the outcome of the financial position and the outcry in Indian circles regarding the steady growth of the cost of the army. Indian politicians insist that the contentment of the Indian people is a bigger insurance than a costly investment in armed force.
