FRANCE’S SOLUTION ALLIES TO CONTROL GERMAN Bjr Tolezrapb —Profs Abs a —Copyright. London, Jan. 19. A vigorous effort to make Germany pay is ihe keynote of M. Bri&nd’s policy, but not enforced. M. Loucheur is given charge of the Ministry of Reparations. He is strange figure. A few years ago he wm poverty-stricken; now he is one of the wealthiest men in France. He made enormous sums as a contractor during the war and attained great political power. He is now regarded aa a mystery millionaire, whose hand is in everything. M. Loucheur thinks Germany is under-taxed, and is avoiding payments by asserting a state of bankruptcy. His policy is that the Allies shall accept her word and assume control of faei taxing and spending departments. Hi proposes to take steps to give the >Qer« man mark a positive value; also to in> crease railway and other public service charges, Control the Germain Budgetand tax the German taxpayer at least equal to the Frencl, collect taxes in the form of an indemnity, and collect eight milliard marks yearly in coal, also tWa milliards in chemicals, timber and Cue* toms duties.—United Service.
