ARBITRATION COURT.

THE NEW PRESIDENT. Mr. Francis Vernon Frazer, M.A., LL.B., the new President of the Arbitration Court, born August 5, 1880, was educated at Nelson College and at Canterbury -University College, Christchurch, where he took his degree of LL.B, in 1905. While at the university he specialised in economics. 'Mr. Frazer is a barrister and solicitor of the Supreme Court of New Zealand, and practised law for some thirteen years, principally in Christchurch, and also at Dunedin, Nelson, Dannevirke and Waipawa. He also served as a school teaehei for some eighteen months. Air. Frazer was appointed stipendiary magistrate for the Auckland and Whangarei districts in July, 1911, and in August, 1918, was transferred to Wellington. He has conducted several enquiries on behalf of the Public Service Commissioner, and was appointed chairman of the Public Service and the Post and Telegraph Boards of Appeal on June 21, 1918, holding the former position till March 31, 1919. He continued to act as chairman of the Post and Telegraph Board of Appeal for some time later, and was reappointed chairman of the Public Service Board of Appeal on December 14, 1919, retaining that position till his appointment- as acting-Assistant Public* Service Commissioner, on February 5, 1920. He was confirmed in the lastnamed position on March 1, 1920, and has occupied it to date. He is married and has several children Mr. Frazer, said a well-known public servant to a Times representative, is very much esteemed both by his associates and by the members of the Public Service Association, and his relinquishing of the office of Assistant Pub lie Service Commissioner will be regretted both by those with whom he works and by the men of the Public Sarvice generally,
