MR. F. V. FRAZER PRESIDENT, SUCCESSOR TO JUDGE STRINGER. By Telegraph.—Press Association. Wellington, Last Night. Cabinet has decided to appoint Air. F. V. Frazer, Assistant Public Service Commissioner, as President of the Arbitration Court, in place of Mr. Justice Stringer. This appointment was announced by the Prime Minister, who added that Mr. Frazer will take up work at the beginning of next month, and will give the whole of his time to the duties of his position. Mr. Frazer is well qualified for the office, being a solicitor and a barrister of the Supreme Court, and having had several years’ experience as a Stipendiary Magistrate. The Prime Minister stated that ha was unable to say as yet who is to succeed Mr. Frazer as Assistant Public Service Commissioner. Cabinet had not* yet considered the matter. CHANGE IN THE SYSTEM. DUTIES CLEARLY DEFINED. (By Wire-.— Own Correspondent.) Wellington, Last Night. Mr. Frazer, who has been appointee President of the Arbitration Court in succession to Mr. Justice Stringer, was formerly a magistrate, and was appointed to the Public Service Commission last March. He is a barrister and solicitor. It has been the custom in the past to regard the Arbitration Court as a stepping stone to the Supreme Court Bench, and this has meant frequent changes in the personnel of the Arbitration Court. Mr. Frazer, however, is to devote all his time to industrial matters, and he will not be regarded as a member of the Supreme Court. Some amending legislation will makg the position clear next session.

Air. Frazer was one of the youngest Magistrates in New Zealand, and his good work in Auckland rapidly earned him promotion to higher positions. The vacancy in the Presidency of the Arbitration Court comes about through the promotion of Air. Justice Stringer to fill one of the several positions on the Supreme Court bench which will be v« cant early this year.
