Heaton said that the policy of excessive hours during the early days of the war produced exhaustion which reacted disastrously on the output of munitions. Observation had demonstrated that in general a 48-hour week was more productive than one of 56 or 66 hours. The congress passed a motion that the committee investigate and report to the next congress on industrial fatigue in Australia.
