TARANAKI COUNTY COUNCIL.
MONTHLY MEETING. The Taranaki County Council met yesterday. Present: Crs. J. S. Connett (chairman), J. Andrews, A. Morton, J. Wooldridge, S. Vickers, and O. Penwarden. OVERSEER’S REPORT. The following report of the work carried out during the month of December was .presented by the overseer (Mr. G. Meredith) Plant, and General.—The large roller is now at work in the Okato Riding, in Foreman Hayes’ length, preparing the road for sealing. The small roller has been engaged in the Mangorei Riding in Foreman Moyles’ length, and is at preent at Parkin’s Depot, and will be taken out to Foreman Mallon’s length in the Waitara Riding as soon as Engine-driver Stringer returns from his holidays. No. 1 and No. 3 trucks are with the crusher at Sentry Hill, No. 2 (Parkin's) has been used carting material to the building at Hurford Road, carting maintenance metal to Carrington, Frankley, Hurford and Cowling Road? and relieving No. 3 truck, which has been overhauled.
It will be necessary to purchase a new tank for water cart connected with the small roller. The water cart has been fitted up for the crushing plant and a horse purchased for same. Horse teams: Foreman Jury has been engaged carting shingle off the Kaihihi beach and carting boulders at Surrey Hill Road, and will be shifting this week to Kirihau Road to haul boulders there. Mangorei Riding—General maintenance work has been carried out in this riding, including a considerable amount of blinding on the various roads. Foreman Moyle has been engaged scarifying and rolling on the Carrington Road. Messrs. Lilley and Baker have completed the repair and formation work on the Upper Alfred Road, Waitara Riding.—Crushing at Sentry Hill Pit: Owing to the wet weather in the early part of the month, and the Christmas holidays, the output is very small; 488 yards of metal has been crushed and distributed as follows: Te Are! Road loan, 38yds; Cross Road loan work, 382 yards; Kelly Road, 4 yards; Te Are! Road loan, 8 yards; Richmond Road, 4 yards; Huirangi School, 4 yards; Waitara Road, 12 yards; Tate Road, 8 yards; Devon Road, 20 yards; Mountain Road, 8 yards. On December 23 and 24 the crusher was closed down and all hands taken on to Foreman Mallon’s length blinding. Practically the whole of Foreman Mallon’s time during the last two months has been taken up assisting at the pit. Tate Road: I estimate to form and metal from end of present metal to Mr .Tate’s gate, a distance of 37J chain, would cost approx, imately £390. i.e., 16 yards of metal to the chain at 1.2 s per yard, £360; earthwork, £3O.
Omata Riding.—The foremen in this riding have been engaged blinding, patching, and with the usual miscellaneous repairs. Okato Riiling.—-General maintenance work has been carried out in this Riding. Foreman Hayes lias completed the repairs to Upper Oxford Road, and has renewed an old wooden culvert on the Carrington Road near the Puniho Road with seven 24in. pipes. Mr. Krutz is making good progress with the Plymouth Road deviation. On the Puniho Road below the property of .Mr. Allardice there is a very dangerous corner;_ there have been two accidents at this point quite recently. I would recommend cutting the bank back six or eight feet to improve tho view. ’’Thia would oost about ,£lO.
As reqiieaffed I have been over the pro- ' posed Plymouth Road deviation, Koru end, the distance being 17 chains, and I estimate it will cost approximately £440, i.e., formation and grading £l5O, fencing and gates £7O, metalling £220. Upper Saunders Road. —I estimate to form and metal from Upper Carrington Road to Mr. Haines’ lower boundary, distance 71 chains, would cost approximately £Bl2 6s, i.e., formation £177 10s, culverts £lO, metalling 71 chains (16yds to the chain at Ils per yard) £624 16s. The Teport was adopted, and estimates of road, work contained therein will be submitted to the settlers interested. a’REFUND OF VEHICLE TAX. A communication was received from the County, solicitors, Messrs. Govett, Quilliam and Hutchen, regarding the power of the council to refund certain moneys purporting to have been received as .licenses for vehicles under the proposed licensing by-law. They expressed the opinion that the by-law had never been,, operative, and therefore the Council was entitled to refund the money received. The council decided that the amounts collected be refunded. EXPENDITURE OF GRANTS. The District Engineer (Mr. T. M. Ball) forwarded a schedule of unauthorised balances on votes for works in the dis T trict, and asked the Council to submit proposals for expenditure of these amounts. It was desired he said, that proposals should be submitted only fof those works which were urgent, and ill respect of which arrangements could be made to proceed with the work directly authority was issued. The list was as , follows: —Kiribati Road (account £870), £400; Plymouth Road (acc. £1400), £600; Kelly Road £300; Te Arei Road (acc. £800), £100; Wairau-Surrey Hill Road, £350; Cross Road, Huirangi, £300; Carrington Road, metal, £500; Corbett Road, £250; King Road, £250. It was decided that authority be asked to expend the sums allotted to the Kirihau, Plymouth, Te Arei, Wairau-Surrey Hill, Cross and Carrington Roads. The Public Works Department wrote, stating that the subsidy appearing on the estimates for Corbett Road was not “on account” of £750, and the £250 ( £ for £) represented the total amount provided for the road this year. THE R.S.A. LAND POLICY. The General Secretary of the New Zealand Returned Soldiers’ Association (Mr. J. Pow) wrote asking the council 4 to help the Association in their land policy, by letting them know of any suitable holdings for soldiers in the district. There were still about six thousand sol- f diers who wished to go on the land. The rate of settlement by the Government was considered too slow by the Association, who had decided to adopt a new policy. Cr. Vickers said that as a councillor he would not take the responsibility of recommending any land in the district to the soldiers, as he considered it was too dear. He believed that any soldier who waited for a time would be able to get a better tenancy, and would not have the handicap of those who had bought in at high prices. The to be informed that the Council does not know of any suitable holdings in the district at a price that would be remunerative. LOAN'S APPROVED. . The State Advances Office notified the approval of the Council’s applications for a loan of £lOOO, for the metalling and forming of Kelly Road; also for a loan of £5OO to form and metal the Cross Road between Kelly and Te Arei Roads. GENERAL. R. E. Fairfax-’Cholmeley, Bell Block, wrote directing attention to the state of Mangorei Creek, which, he said, was getting worse yearly. The water had nowrisen up to the top of the culvert under the Henwood Road, and the trouble appeared to be due to a filling across a swamp by one settler. The owner concerned is to be informed that the filling will have to be opened up. Advice was received from the Treasury that for the quarter ended December 31, fees and fines collected in the Magistrate’s Court totalled £27 los.
