Senator Phelan stated that the enactment of the general anti-alien landownership Bill in California would not meet Japan’s objection to racial discrimination. He added that, so long as there were citizenship disqualifications for Japanese and not for other aliens, Japan would remain unsatisfied. He concluded that he expected Japan would request the enactment of a Federal law naturalising present Japanese residents in the United States.
