FINANCING GERMANY.

LOAN OF £200,000,000. Vancouver, Dec. 20 A message from Washington says that a proposal that the United States should lend Germany £200,000,000 to finance trade with the United States will shortly be submitted to Congress, according to Mr. Madden, representative of Illinois. Mr. Madden, in the course of a speech to-day, said that the plan was to extend credit, the United States Treasury accepting long-term German securities in exchange. The plan will not become operative till trade relations are resumed.
