In a special article in the Times, entitled "A Peace Cabinet for the Empire," the writer states that lie thinks that Mr. Lloyd George's announcement regarding the objects of the Dominion Prime Ministers' visits suggests the intended formation of au Imperial Cabinet, presaging the beginning of a new system of Empire Government. The_ writer recently visited Australia, and disabuses English minds of the idea that Australia or the other Dominions will consent to indefinite representation in foreign affairs by the British Government. He sees many formidable obstacles before a practical scheme is evolved, but trusts that the practical genius of the British peoples will overcome the chief difficulty which is undoubtedly political. Can a voluntary association of independent and equal States, bound onlv by common sentiment, survive united in the present welter of the world's affairs? the writer asks. He believes that it can. He shares the view expressed in a recent book written by an Australian, Mr. Duncan Hall, who was Woolley Scholar for Sydney, that the comnrtm bond, which brought the Empire triumphantly through the war. will overcome all difficulties and throw a new light on the theory and practice of international relations. He adds a flowing tribute to Sir. Hall's book, describing him as an ardent champion of Australian nationalism, whose theory of a Government of the Empire is worthy of the closest study
