JAPAN'S BUDGET.
INCREASING NATIQNAL STRENGTH. By Telegraph.—Press Assu Copyright. Tokio, Dec. 2G. The Minister of Finance announced the Budget estimates. The income is estimated at 1250 million yen ordinary, and 325 millioa yen extraordinary; the expenditure, is estimated at 1562 million yen; the army j estimates totals 203 million yen, an increase of 50 million yen; and the navv | expenditure 4'.)S million yen, an increase of o2 million yen. Other items correspond closely with the last budget. The Minister, in presenting the figures to the caucus of peers, said every effort should be made to ensure frugality while the greatest amounts possible within the financial scope of the State should be allowed such enterprises aa were deemed most essential for the development of the national power. The Premier, addressing the caucus of the lower lionet', said that in compiling the estimates the Government's guiding policy was to increase the national strength.—Keuter.
