FAR-REACHING DECREE. CHURCH BANNING MURDERERS. By Telegraph.—Press Assn.—Copyright. Received Dee. 20, 5.5 p.m. London, Dec. 19. The Bishop of Cork's pastoral message was read in all the churches of the diocese, decreeing excommunication for those participating in murderous ambushes or abetting murder. THE TROOPS WARNED. OFFENCES PUNISHABLE BY DEATH. London, Dec. 18. General Macready, in an order instructing troops in their new duties under martial law, warns tliem that any reprisals 'on their part will be punishable by death; likewise offences against persons or property and breaking into nouses and other buildings for the purpose of plunder. ■ A man in possession of bombs was arrested in the Central Hotel, Dublin, which is now used as an officers' hostel.
