JAPAN'S MANDATES.

ADMINISTRATION OPEN TO INSPECTION. By Telegraph.—Press Assn.—Copyright. Tokio, Dec. 18. The Navy Department, in view of the repeated charges that Japan is' fortifying the mandate islands and ill-treating the natives, has notified foreign correspondents that the first three applying will be allowed to accompany the steamer leaving in the middle of January for a two months' cruise through the islands, touching at Jaluit, Kusai, Ponape, Truk, Reta, Saiten and Futami.

The authorities declare that they are living up to every mandate required and resent American and Australian allegations to the contrary.—-Aus.-N.Z. Cablp Assn.
